My MicroSD memmory card will not format

I have a 16 GB micro SD card that I recently bought that I have tried all avenues to format and will not format, I have tried Linux, and windows system and no success. I recently event tries to format using the disk utility software but no success. what is the next remedy? Or is this one completely ruined?

You can try to format the SD card by using your mobile phone directly. You also can try to format your SD card by using the cable of mobile, connect to the laptop, or PC. If it doesn't work, then you can first install Microsoft security essentials, then install the software name Unlocker, do a full scan of your USB then run the Unlocker on the card connected your computer to kill all the process and format it. It must be working.
