I have a Windows 2003 Network Operating System organized to be my domain controller. I acquired a new computer with the intention of utilizing it as my new server. I would like to move all my accounts and configurations to my new computer/server without having to build it up from the beginning.
Can you advise me on how to proceed?

I will suggest for you two techniques to move your accounts and configurations to the new computer which you want to use it as the server.
First of all, you can try the simple process that involves the use of Copypw.exe and exporter.zip to move the files from the old server to the new server. Refer to the following website about that.
Alternatively, you can export all users account details and the configurations from the old server by the use a "net user", and then after that you will message the output to so as to be able to create the accounts on the new server. The process will not duplicate the existing passwords.
