I have restarted many times, but no change.

I think it was deleted accidentally.

Now tell me what to do?

Should I reinstall the Windows Operating System or something else will resume this?

This can be issue with the shell folder path for the Administrative Tools folder that may be reset incorrectly or the Administrative Tools were deleted accidentally.

You need to upgrade your windows OS once because in case of upgradtion you don't need to reinstall all other software's except Windows Operating System.

Try it.

I Found another solution for this issue but its long and sensitive.

Be careful to perform all these tasks and also take a backup copy of your registry before making any changes.                                               Solution is here:
1. Click Start Menu>> Select Run. Type in: regedit and then Click OK.
2. Navigate to the following registry key:

HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVersionExplorerUser Shell Folders

3. If listed, right click and delete the registry entry titled: Common Administrative Tools
4. Navigate again, to the following registry key:

HKEY_LOCAL_MACHINESoftwareMicrosoftWindowsCurrentVersionExplorerShell Folders

5. Again, if listed, right click and delete the registry entry titled: Common Administrative Tools.
6. Exit the Windows Registry and restart Windows. After that you can see the Administrative tools are restored in your start menu.

Hi,

Go to start menu and click the properties and then choose the start menu tab and then choose the customize and then add the icons whatever you want to add to the start menu.

Thanks,

Anilkumar.
