Hai

Sometimes this error might occur because of the “SHATTERED/introduction.htm” document is edited on some other versions of the Microsoft Office FrontPage. Other versions of MS Frontpage might not support the file extension type .htm.

In this matter you have to check whether the FrontPage Server Extension components are installed or not.

To download FrontPage Server Extension components you can use the following URL

https://msdn.microsoft.com/en-us/library/aa140185(office.10).aspx

And after downloading the components you can get an idea how to install them by using following URL

https://technet.microsoft.com/en-us/library/dd349940.aspx

And is there no problem with the server extension components of the Microsoft Office FrontPage, you can change the URL extension into html and try. This might work for you.
