How is it possible that I can only run Excel when Windows is in Safe Mode? Are there components or applications that might have prevented it from running when I run Windows normally? Should I reinstall MS Office?

This happen when your window is so old or corrupt. Brother i think safe mode use only in emergency. My advice is first you reinstall Windows then reinstall all software. If you cannot want to do this then simply reinstall the excel. Ok

It does not matter which application runs in safe mode or not. The problem in not with the applications . The problem is with windows itself. The reason why excel works in safe mode is because it is a small software. To prevent windows from going into safe mode all the time it should be re installed. As going into safe mode corrupts and hampers the applications. Plus excel is generally corrupt free so that is why it runs even in safe mode.

If your problem is with Microsoft Office Excel, try to disable and re-enable it in Microsoft Office. This is like doing uninstall and reinstall. Click “Start,” “Control Panel” then “Add or Remove Programs.” Scroll down and select Microsoft Office then click “Change.” On the next screen, make sure “Add or Remove Features” is selected then click “Continue.”

In the “Installation Options” screen, set Microsoft Excel to “Not Available” then click “Continue.” If you are prompted to restart the computer, click to restart the system. After booting, repeat the same steps then in the “Installation Options” screen, set Microsoft Excel to “Run from My Computer” then click “Continue.” See if this works.
