Dear user,

This error occurs when the user limit is reached but the licenses are not released by the license management, even if the users disconnect from the RM. This problem can be solved by launching the ‘Concurrent Metering Utility’ through a workstation, then you have to click the ‘Clear’ button. you can also create a shortcut on your desktop by locating the Netcount.exe file.

Hope this will help you.

Thank you.

Hi there,
You are most likely running a multiuser version and you've reached the limit of 5 concurrent users.

Easy workaround would be to find the file named netcount.exe, make a shortcut and access the application via the shortcut made. Once you're in the application, press the clear button and you should be fine.
You may also want to consider raising the number of concurrent users to resolve the problem.

That error means Reference Manager can only be used by a certain number of users simultaneously. If you want to connect and access the database to add something, you have to wait until a user logs off or disconnects from the database before you can access. Try logging in again after several minutes or hours. Try checking every now and then to see if somebody has log off.

For a little history, the program called “Reference Manager” was once a commercial reference management application sold by Thomson Reuters. It was originally developed by Ernest Beutler and Earl Beutler, his son, in 1982 through their company Research Information Systems and was the first commercial software of its kind.

It was designed to run on CP/M operating system and was ported to DOS and Microsoft Windows and then later to the Apple Macintosh. On December 31, 2015, sales were discontinued and on December 31, 2016 support was terminated. At the moment, if you need to use a similar program, try Mendeley Reference Manager.
