There are two users in a same domain. “A” sent an email to user “B” and vice-versa, user “A” did not receive the email, but the Message tracking Center in ESM says “the mail has been delivered”. He can receive mail on his i phone but this navigates an outlook problem. Now user “A “receives the email if user B sends via OWA.

I think it is possible for a situation like that to happen, for there is a series of steps or hops that the message take from the sender to reach the destination, though sometimes the process may be fast such that the message is delivered at a click of the mouse.
As to why the message seems to delay while using the web based messaging system but gets delivered by OWA, I think it is because OWA may be having the capability to work in offline mode hence not greatly affected by slow internet connections which may the reason as to why the message may have taken longer to be delivered in the web based messaging system.
