Looking for the best tablets under $250

I'm planning to get my first tablet and I'm looking at the cheap ones that are under $250. I need it to have a WIFI, Bluetooth and a durable screen. I'd like to be able to tweak the interface so Android is much preferable. If it has mini HDMI and USB ports, that would be great. What are my options?
