The best Linux distribution for beginners would be Linux Mint, which is simplified for users coming from Windows because it actually works like windows. It has a very polished software installer where you can download a lot of applications.

It has less things to configure since it has a lot of applications installed already like the flash plugin, video and audio decoders were pre-installed with the base distribution and you can also install free Ubuntu applications on Linux Mint.
