If you want to know what does “R2” means in Windows Server operating systems like Windows Server 2008 R2, it actually means “Release 2.” The basic reason why Microsoft uses the R2 classification is that “R2 releases do not require administrators to purchase upgrade client access licenses (CALs).” Because licensing for Microsoft products get really expensive like you have to pay for server license.
Aside from that, you also have to pay for CALs or Client Access Licenses to legally allow users to connect to the server. That’s why when you install an R2 release of a Windows Server operating system, Client Access Licenses obviously becomes free.
When you have Windows Server 2008 RTM or Release to Manufacturing, to upgrade to Windows Server 2008 R2 you need to pay for a new license and activation key.
