Hello. I have recently brought a new Radeon 6850 Graphics card and I want to install it in my laptop. Is it possible to upgrade an HP Elite 8000 power supply?

The foundation of any computer, the main PCB containing all its principal components and connectors is its motherboard which is powered by a 20 or 24-pin power supply. Unfortunately, the motherboard in your computer does not use a normal 20-pin or 24-pin power supply. Rather, it uses two different 4-pin connectors to supply PWR and PWRCPU. There is also present a third auxiliary power cable with 6 pins which supplies the PWRCMD.

There is a limit to the maximum power that can be supplied to the motherboard as all power passes throught it to the various hardware present in your laptop. You cannot upgrade the power supply with these connectors as there is no PSU that will supply enough power to your graphics card and also fit in the given slot. You will have to stick with the 320W power supply.
