The latest Google Picasa is now packed with newly features and has an enriching options. Is this latest Google Picasa can be compatible even you are offline?

Yes! The latest Google Picasa 3.9 can be used even when you are offline. You can use the offline version from your desktop to view, organize and also to edit the pictures. The offline version also has features like adding tags and maps to the picture that is available in the web version. Sharing and emailing albums and pictures is also an easy task in the offline version. The newest download available in Google is Picasa 3.9. Just like version 3.8, you are allowed to archive, find, organize, edit, and print digital photos offline. What makes Picasa 3.9 different from the old version is that, when you download, it includes already a “Sync to Web” feature in which edited photos will be reflected immediately to your Picasa Web Album online.  Picasa Web Album (an online photo sharing in Google) is a separate application from Picasa 3.9 (desktop application that allows you to work offline) but these two are now linked by the “Sync to Web” feature.  Therefore, you need to go online when you want to synchronize or share your pictures to the web. You need to sign in to a Google account when you want to access Picasa Web Album.
