I have an ITunes account in Romania, now I am in the UK however, and I want to transfer it, but sadly it does not let me do the change? The error is that it does not accept my card and the card is a valid Lloyds bank debit card.

The only option for this type of issue is to create an new account and then contact apple so that they can transfer your previous account top your new account. That includes your videos, music, ebooks and other stuffs that has been purchased from the appstore. The number for apple is 1-800-275-2273 and they will be able to assist you with this kind of concern.
As per apple's policy, you cannot use the same credit card with multiple accounts since they are trying to eliminate the fraud issue. If you are using a different credit card from the previous account and just wants to transfer the information from the old account to the new one, then apple can update their database so that all the purchased apps will reflect in your new account. Just like migrating files from an old computer to the new computer.
