I have applications for Mac and PC users. I am on the process of developing an iPad version of such applications. But the prospective buyers can only utilize these applications for iPad if they first purchase a MacBook or a PC. My question is, is it legal for me to sell these applications to end-users without being sued by Apple Inc.? I certainly need a legal advice on this matter.

In a sense, yes it is illegal for you to sell your applications to end users without having Apple approved the software first before you sell it. By right, all applications and software that can be installed on iPhone, iPad or iTouch needs to be downloaded via the App Store.

You need to upload your application information first via the iPhone Dev Center and submit it for Apple’s approval. Information needed and its description can be found. The reason for this is Apple wanted to make sure that every software sold to the user is clearly checked and thoroughly tested first.
