Is there a way to run some diagnostic tool for iPhone hardware test online 3Gs to verify that 3Gs hardware is functioning correctly, will it be available for our personal use rather than going to an Apple store. Please guide with your thoughts on this matter.

You can check out Global Service Exchange (GSX). It’s a diagnostic tool that Apple itself created and you can access it. Just google GSX and register as a member. It can read several systems on an iPhone such as apps, memory, software, iPhone usage, battery performance and working condition of its 3G hardware.

Very recently apple has updated GSX (global service exchange) if you don't have an idea about it then google it. This upgrade includes a diagnostic toos, in order to access this tool you need to be a member of GSX. This tool included. Device Info, Battery performance, Temperature monitoring, iPhone usage, Software Issues, App Issues, Memory Issues.

Yes, GSX (global service exchange) will help you with your iPhone diagnostics.
But you will need to have 'Sold-to Account' which are available to authorized apple resellers and service centers. Meaning if you want to access this service you either need to be part of apple resellers and service provider team which can provide with the account number. If you are not that you can't log in to GSX
Now for the real question, there is no end user option to do diagnostics for Apple device
