Had inadvertently been to friend's blogs, there is the share button to Google Plus. But when I go to Google Plus website, I do not find the page to register. Is it true, if Google Plus currently cannot arbitrarily accept member? What are the requirements to register on the Google Plus ?

Hi Jacobson,
Google Plus ‘field testing’ phase is only open to invited users currently. If your friends are using Google+, they could share this with you via your Gmail account. According to Google, G+ is growing very fast so that still not ready open for everyone.
After receiving an invitation for G+ or getting registered, a remark on the content you +’d would be shown publicly on display. Also the +1 sign will appear in Google profile’s tab and this is visible to anyone always. But the +1's tab on your profile is only visible to public unless you choose to do so. Otherwise you can keep the +1 tab private and use this like a personal bookmark of the ever-expanding web pages. All +1’s are stored in a new tab on the profile. Google profile is visible to public and can be searched easily because of connections with your Gmail address.
A Google account is required to receive invitation from family members and other friends. And you need a public Google profile to +1 thing and this +1 helps other people to see who recommended that great movie or delicious dishing.

Invitation to become member Google plus
Hello there!
To have Google Plus you would just need a Google account, say a "Gmail account".
With that account you can easily register on Google Plus, using the same username and password as that of the Google account.
So, if you already have a Google account, just visit this link and sign in.
If you have no Google account, then create one.
You can create an account through Gmail and use this same account to sign in to Google Plus.
