This error (Error 0x00000003) usually occurs when Google Chrome is already installed in your computer.

Please go in your installed programs and find out, if a copy of Google Chrome already exists.

If it already exists then you need to open it from there. If it does not open, then you need to uninstall that program from you computer. Then restart your computer, install google chrome again.

If this also does not work then you may try Windows Registry Editor (If you are using Windows):

Go to My Computer>Tools>Folder Options>View> Remove the tick from "Hide extensions.
Right click the document, Rename the document as Remove.reg
After removing alll registry entries,  you will be able to reinstall Google Chrome.

You can "Hide extensions for known file types" later on after installing.

All the best.
