Yes it is true. First version (Aakash) had ARM 11 processor , 256 MB of RAM, 2 GB of storage, Wife , USB connectivity and Android 2.2 with capacitive multi-touch screen . Now the second launch , Aakash 2 , will contain a single core 800Mhz ARM Cortex-A8 processor which is faster than the first one, also it will contain Android 2.3 which will be later upgraded (six to eight weeks after launch) to Android 4.0 (Ice Cream Sandwich). All other hardware specs will pretty much be same. And surprisingly its price will be same i.e. 35$.  These specs are quite good if we look at the price. Also rumors are that the processor will be further upgraded to dual-core A9 processors.
