I have the following conclusions on the problem that you are having please be guided on the things that I will say to you.

1. Did you try watching the VCD or DVD video on a VCD or DVD player maybe it is really the quality of the video that you have because maybe it is pirated or cam rip. But if it plays good on other VCD or DVD player try no. 2

2. Have good software that plays VCD or DVD. I would give you reviews on softwares that will play your VCD/DVD here is the link http://dvd-player-software-review.toptenreviews.com/ but The player that I am using is mpcstar you may download the program here if you are interested http://www.mpcstar.com/

There are CD/DVD that they call as pirated. And the quality is always poor if this is the case. Because it is just a copied version from the original or they just downloaded it from the internet. This sometimes occurs if you are trying to watch new movies. Try to play the CD/DVD from other player and check if the quality is the same when you played it on your computer. And also, try to play it using other media player such as Windows Media Player or RealPlayer.
