Hi guys. I just purchased a PhpBB template that has an admin panel for the website that I'm going to create. Is there a PhpBB theme maker that I could use? I want it to have a more personal look. I'm on Windows XP 64 bit SP 2. Thanks in advance.

From the website, you can also get a number of phpBB3 templates, image sets, styles and themes. The amazing thing with phpBB3 is that the codes are separate from the files making it easy to change the themes.
