First of all rar files are compressed file which contains different files on it. The reason why they are being compressed is to decreased the size of the files for fast uploading and downloading on the web. So there's no way you can convert rar file to mp3. If you don't have software to open rar files you can download WinRAR or winzip at filehippo.com make sure you choose the software compatible with your Windows XP.
Maybe then after extracting the rar file you could see the mp3 files you are looking for.
