Drivers for products like these were always (well most of the time) available from the manufacturers website.
Regarding your problem with Belkin, I have researched that they have a page for drivers of their products, you must go to Belkin's Website and find your product model and download the driver to solve your problem.

There is another way to download the drivers you network card.
What you do is to enable automatic updates.
In XP you click on my computer and go to properties, click on the automatic updates tab.
In windows Vista or 7 click Start then click in the search box and type windows update.
This icon will appear on the Start menu, and click on it.
This window will appear click on change settings
This window will appear next, ensure that the "Install automatic updates(recommended)" is enabled.
In the important updates section click ok.
Click Start ,Device and Printers, right click on the computer icon,
And go to the device installation settings and click on it.
Tick yes and save changes.
Turn your pc off, attach your network card and switch you pc on again.
Wait until your pc has load completely, then a notification will appear that Windows have found new hardware.
You will get a notification telling you that your hardware have installed successfully, or will be prompted to find drivers for your hardware.
Take the option for Windows to search on the internet for the drivers. Follow the instructions on how to download and install the drivers for you network card.
