I cannot boot my Dell computer

I'm trying to boot my Dell computer, but a pop up message appears that the Norton Anti-Virus (NAV) Auto-Protect "cannot locate the set up data". And I tried to boot into safe mode, but I'm getting the same message. Anyone have a solution for this?

Your Norton Antivirus which you may have installed on your computer may have malfunctioned, and in that process it has messed up some of the system files too and therefore causing the computer to have problems booting up. I will suggest that you try booting the system in safe mode again and if it happens to be able to do to that you will need to go to the control panel and uninstall the Norton Antivirus completely from your computer.

If you are not able to boot the system even in safe mode, then you will be required to reinstall the operating system. So obtain the installation CD for the windows version that you are using and reinstall again.
