The Ruler and Grid panel allows you to alter default settings for the HTML designer that have an effect on the looks of the ruler, grid, and snapping-grid options in style read.
To access this panel.

In Visual net Development, click Tools, then click options.

 Within the left panel, expand HTML Designer, and click on the Ruler and Grid.

Hi.

For having a ruler in Visual studio you must install an extension named SlickEdit. SlickEdit has a lot of features and one of them is ruler tool. SlickEdit you can find on this link SlickEdit extension for Visual Studio. Also newer versions of Visual Studio come with ruler tool. To access it go to Tools and then Options and in left panel go expand HTML Designer and click Ruller and Grid.
