1. Infranview – it is about viewing images, it includes many editing powers. It has the options to rotate,resize the image,tweak the colors (Brightness and contrast) you can also add text,captions or watermarks, remove red-eye,you can a range of special effects with this.

Photoscape – though it doesn't have a layering support, but if you're looking for an application wherein you could easily have quick fun with a photo then this is something different.it has lots of clipart images which you can easily paste into your photo, you can custom speech bubbles to an Image.It supports 11 artistic styles like pastel,cartoon,pencil and more which you can further customize.
3. PhoXo – this application has been around for almost 10 yrs now, it is fast,easy to use it is almost like a mini Photoshop. its features include layering, it have over 50 special effects,crop,painting,measuring and navigation and retouching.
4. Paint.NET – it has strong basic image editing it's features are resizing,rotating your photos,paint tools. You can even apply your edits to parts of the image only. This is also recommended for Beginners and can be easily used and mastered.
