That error may occur because you have got "Scan incoming Email" as well as "Scan outgoing Email" turned on. To avoid this issue, you will need to follow the steps below:

  1. First you will need to quit Outlook or Outlook Express.
  2. After that you will have to start Norton AntiVirus, or any other antivirus you have installed.
  3. And then you will click Options. In case a menu appears when you click Options, you will need to click Norton AntiVirus so that the Norton AntiVirus Options dialog box will appear.
  4. Go to the Internet section and then click Email.
  5. After that click to clear the "Scan incoming Email" as well as the "Scan outgoing Email" check box.
  6. And then click OK.

Hi,

This particular error is called time out error. A file pop3uidl.dbx is corrupt. Find this files search option and delete. Now open outlook express. It must be working fine.

If the problem is not resolved, do this again and restart your system.

Sometimes a large mail which is corrupted or does not conform to RFC, cannot be downloaded and cause the same error. You can manually delete any file like this from server.

One workaround is to increase the server time-out setting in Office Outlook. If you are using Microsoft Office Outlook 2007, go to “Tools” then “Account Settings”. Select your POP3 account then click “Change”, “More Settings”, and then select “Advanced” tab.

Here, increase the server time-out setting gradually until the problem is fixed. This is a trial-and-error method. For users with Office Outlook 2002 and 2003, go to “Tools”, “E-mail Accounts”, “View or change existing e-mail accounts”, and then “Next”. Select your POP3 account then click “Change”, “More Settings” and then select “Advanced” tab. Like in the previous step, increase the server time-out setting gradually until the problem is fixed.
