My old laptop connects to an external monitor using USB and VGA connections. It crashed and I bought a newer model but it doesn’t work with the monitor. I found out that the new laptop comes with USB 3.0 only. The old laptop came with USB 2.0. The monitor is detected but it doesn't work. Is there a way I can change some BIOS settings to make one of the USB ports a 2.0 instead of 3.0?

Flashing the BIOS and/or installing drivers won't help. Unfortunately, USB 3.0 are always backward compatible regardless of the firmware installed.

The only reliable method to use 2.0 compatible devices is to purchase a USB hub. Here is an example of the type of device you would need. They come with many different USB port styles and are fairly cheap.
