How to make EFI boot flash drive?

I was able to do this in Ubuntu but making it work in Windows 7 is a such a headache. I doubt if the PC is the issue. It is an HP Compaq Elite 8200 Microtower. Has anyone of you done this?

Please forward guidelines.
