How can I join in OpenGL Tutorial for Beginners Online? What are the requirements in order to join and what Operating System do I need for the tutorial? How can it be configured and how much will it cost to join the tutorial? Aside from this, what other tutorials can you suggest?

There are a lot of documentation available for OpenGL they have different colors on their covers you would know what manual you would need.

However, you also need to check online tutorials since some of the information in it might be obsolete at this time, but it is important for you to learn the concept behind so should there update you would know how to adapt easily.

The tutorials are all open source and you can check out more open source sample work using OpenGL.

There are lots of tutorials online that can help you learn OpenGL but I would rather recommend searching the keywords "OpenGL Tutorial" on YouTube and filter them to show playlist, from then, a visual audio presentation will be presented to you and they will explain well how to learn OpenGL in the fastest way.

Since you are a beginner you would better be aware of the platform you are going to use, Windows, Linux, Mac, etc.
There a lot of materials on the internet relevant to the opengl tutorials, but most of them are just talking about the subjects, which are not necessary to know or out of date.

Regarding your question there is a link you can follow in order to get the best results as a beginner.

1. Prerequisites:
1.1. Having experience with any of the following programming languages:
1.1.1. C
1.1.2. Java
1.1.3. Lisp
1.1.4. Javascript
1.1.5. So on and so forth
1.2. It is better for you to understand the codes completely, but not mandatory.
1.3. With this tutorial you would be better off without any prior knowledge of even previous versions otherwise you will get mixed in the middle of the course.
1.4. Regardless of which platform you are using the whole procedure is almost the same for all the platforms (assuming you are using windows):
1.4.1. Update your drivers
1.4.2. If you do not have a compiler, please download and install one.
1.4.3. Install CMake.
1.4.4. Download the source code of the tutorial.
1.4.5. Create a project using CMake.
