For creating a smart card you need to have a software as well as hardware. Software will interact between the programmer and the card writer. The Smart card contains a chip which should be programmed to perform an action when comes in the proximity of the card reader. If you are planning to buy the Hardware to write the smart cards, You will get the software along with it. A software alone cannot with your idea.
