I can recommend you some IDEs with my personal and industry experience
If you are using .NET frame work the best IDE is Visual studio 2010.
There is a latest version of 2012 release but I haven’t used it yet.
For PHP programming Adobe Dream Viewer and the wamp server are the best technologies to use.
For java programming Netbeans is the best IDE I’ve found. Netbeans 7.2.1 is the latest version and I have use 6.7 version which I can recommend you
For database programming SQL Server is the best and my experience is with Sql Server 2008.
Since SQL Server is a commercial product you can try the express edition with some limited functionalityÂ
