I have a .3ds format file that I'd like to convert to 8-bit color images. Do I need software for this? Does someone know how to convert 3ds to tiff file format?

You cannot convert this extension to 8-bit color image directly.
You will need either one of these two methods:

You can open your target pic on the whole screen and then hit the Print screen button on your keyboard. After that, open the Paint program from Start menu in Windows and click paste in any blank area on Paint screen. To save this Paint image, choose the Save As option from file tab and select your preferred extension to save it.
