How to disable pop ups in windows 7?

Is there any drivers or software tools from Microsoft or any other sites which can disable all pop up permanently? My application runs by default immediately after system login and displays graphically various information being received serially from the test setup. The user don’t have a keyboard or a mouse to control any thing. It is simply a read only monitor. Why do some times pop up comes related to display issues?
The user had only option to restart when pop up comes as he cannot close the pop up. I am working on Windows embedded 7 operating system

1. Open Internet Explorer by clicking the Start button, and then clicking Internet Explorer.

2. Click the Tools button, and then click Pop-up Blocker. Two option will come. 

3. One is to on or off pop-up. Do one of the following: To turn off Pop-up Blocker, click on Turn Off Pop-up Blocker. To turn on Pop-up Blocker, click on Turn on Pop-up Blocker.

4. Other is pop-up blocker settings click on that. Under Filter level, select High: Block all pop-ups, and then click Close. If you want to see pop-ups that are blocked when you have this setting turned on, hold down CTRL + ALT while the window opens.
