Ultrasurf is a proxy software that uses port "9666". You cannot implement any method to view the data for whole world. But in your "Local Area Network" . You can install a "Packet Analyzer" to analyze your users traffic. You can use "Wireshark" for that purpose. And monitor the traffic source port. If someone is using ultrasurf than there will be entry of the source port "9666". Wireshark will also indicate the source ip and the destination ip. The best practice is to install "Wireshark" on the default gateway or the main "Internet Sharing server" to monitor all incoming and outgoing traffic.
