A common process for deleting PDF note permanently using any version of acrobat reader:

Launch acrobat reader and open the file from where you want to delete notes.

From the menu click on comment and mark the annotation option. Now you will get available list to choose. Now click on the type of note you want to delete. Â

Hit the delete button on the keyboard.Â

For this issue to be resolved, you would need to have a professional version of Adobe Acrobat. Select the sticky note by clicking on it, then press delete.
Although I'm not sure if you could use this solution for non professional release of Acrobat as some of the features of those releases are disabled.
