I have been working some audio and video files now I have to prepare a mixed file combo I want to know how to cut and loop mp3 on windows is there any tool available for it please provide some suggestion.

There is no packaged software in windows wherein you can edit an mp3 audio. Thou you can do a simple edit of a .wav formatted audio file through windows sound recorder. Cutting and mixing through inserting is allowed using it.
So what I can suggest is for you to get a 3rd party application specifically designed to do audio editing.
examples would be, Adobe Audition & Sonar. Such applications have extensive audio editing functionalities. Â
