Computer Virus can be created by the computer programmer. Anybody has enough knowledge about computer can create a Computer Virus. Bug or worms are created mostly on a team with several members making this Computer Virus. The logic of the     Computer Virus is to delete your files without asking your permission, you will suddenly shock why your PC so lag because many of your files in OS are already deleted. The Operating System don't know what to do next because that program already deleted, that would be the reason why your computer lags. That's the reason why Operating System companies created a software called "Virus Scanner" to detect the suspicious program not included on the Operating System. There are many simple steps on how do you create a virus for example restart automatically without permission, but i will be prosecuted if i tell you. Sorry i could not help you on this. All you have to do is to research as of now. If you have any IT problems

Well you better be good at computer programming if you're planning to do that. You also need to have a good knowledge and be very familiar with different operating systems and different programs to be able to get your virus to work. You have to know where these software can be exploited and how they can be exploited so as to get through the security protocols being implemented.
 
I'm not sure though why you'd want to create a virus when viruses by the name itself are designed to mess up computers. You should instead make use of your knowledge to counter the spread of viruses and be a good citizen.
