My friend has created a file on Mac OS version of publisher. Now he wants to share it with me, but I am using MS Publisher for Windows in my PC. Is there any way of convertire mac file publisher to make it readable in PC?

To answer your question, at present there is no option to convert, except to save the file in pdf format or use open office. Otherwise try zamzar.com for conversion of the same files. If its not possible, your friend have to install virtual box or bootcamp that would simulate a windows environment and then install MS publisher.
