I guess you can’t change the start-up sound or any Window sound from the control panel, but there are ways that you can use to change it but make it using your own risk.

1. Create a copy of imageres.dll in your Desktop. You can find it from c:windowssystem32.

2. Launch the Command Prompt as an Administrator and type TAKEOWN /F %windir%system32imagesres.dll && ICACLS %windir%system32imageres.dll /GRANT Administrator:F (This will change the ownership to Administrator and it will give full control on imageres.dll)

3. Visit www.bome.com/products/restorator and download the Restorator trial.

4. Install it and then launch Restorator.

5. Expand the Wave folder on the left side. Notice the file 5080. This is the original start-up sound played when logging in to Windows 7. Right-click on it and then click Assign then Assign To…

6. Select your desired start-up sound in .wav format and click Open.

7. Press Ctrl+S to save your changes and then quit Restorator. 

Ensure that you tick the Play Windows Startup Sound check box.
