Can anyone tell me the process of making icon cool blue for Desktop Computer? The icon should look 3D and well furnish and glassy. Please provide information with details.

My dear the cool blue icons theme is very cute in fact.
You cannot make your icons cool blue only by installing and using cool blue theme.
In fact, the icons and  other visual settings can be changed by using the themes.
