Picasa is a good photo markup tool available free of cost.

PhotoScape is also a good tool for photo markup.

Many tools are free for personal use.

You don’t need to buy it. If you want to customize software, there is a lot of free software that you can use. Adobe Photoshop is one of them, and I think that it is the best software for picture manufacturing. 

You can do anything with this software. Just Google search using these key words: “Photoshop latest portable browser”, and it will show you some options. Select which one you want to download.

For normal editing, you don’t need to download anything. Click on the right button on the photo, and then select edit.
