Its really very simple, there are many websites on internet through which you can call on mobile phone by your laptop, I mention here few website URL's which can help you out for making call on mobile phone via your laptop.
The only thing is that you just need to put your calling information to that website where needed. For Example phone number on which you want to call, the country from which you are calling and on which country you are making that call.

First of all, no PC to mobile services are available for free.
But there are cheap methods to do it. Yahoo provides the most reliable PC-to-landline or mobile service, but Skype is superior in means of quality but more expensive (twice as Yahoo).
The main rationale why PC to Landline or Mobile calls is not for free is for the reason that the provider for the terminating line will, for all time, gather call termination charges. Think about this, if you were operating and managing a telecom company would you offer free calls to your subscribers?
