First of all, open windows firewall. Then click advanced settings -> Inbound Rules. You now have a list of the programs that are being monitored by the firewall, allowing or blocking their connection. Find the application in the list -> right click -> Properties   -> General -> Block connection.

If you can't find the program you want in that list, try this method: in the upper menu click Action -> New Rule. Select the rule "Program" then next. You will be asked to indicate the prgram's path. Then click next and select Block Connection. You must choose when the rule will apply; this is your own choice. Now you have just to give a name to the rule and click finish.

The instruction described above probably applies to users on Microsoft Windows 7 or later. For users on Microsoft Windows XP, click Start, Control Panel, Security Center, and then Windows Firewall. Select Exceptions tab. Check if the program you want to block is already listed under “Programs and Services” section. If it is not there, click Add Program, select the program you want to block then click OK.

If you can’t find the program to block on the next screen, click Browse, navigate to the location of the program you want to block, select it, click Open, and then click OK. After this, you will find the program listed under “Programs and Services”. You will also see that it is checked like the rest of the items on the list.

A check on the item means the program is unblocked. This means Windows Firewall is allowing network connections for the program. To block the program you just added, uncheck the program from the list then click OK. Windows Firewall will now block the application from gaining network access.
