On my Windows Server 2003, I have installed a camera connecting with DVR. On my ISA server, I have internal IP Address which is static. Now, I want to monitor the camera from my home to anywhere I am as long as I have access on the server. Do I need to publish DVR website just to do monitor this?

How to do it?
First, create a user protocol with tcp/udp port. (Firewall Management Consoleà Toolboxà Click Protocolsà User Defineà Newà Camera Portsà TCP Direction: 5000-5100). Create a publish rule for the protocol (new protocol).
Open Firewall Management and then right-click and select Firewall policiesà Newà Server Publishing Rule. Done!
