In order to enable telnet service follow the below process
1. Go to Run
2. Type ‘services.msc’
3. Find ‘Telnet’ service and right click on it. If it sets to disable mod then set it to Automatic in the startup type box
If you don’t find Telnet from the Service menu it is ofcourse you are not yet turn on Telnet feature yet. To do that visit the below link and follow the mention steps
