You are getting this error message because of two possible reasons: (1) the message that you are sending has exceeded the allowable limit size; or (2) your mailbox is full.

Normally, in Outlook Express, the allowable message size is 10MB .  Check the attachments in your email and see if it complies with your OE’s message size limit. You may try the following steps to change your OE message limit size:

1.     Click TOOLS > ACCOUNTS

2.     Go to MAIL tab then select the Mail Account on which you wish to change the settings

3.     Click PROPERTIES

4.     On the ADVANCED tab, select the BREAK APART MESSAGES LARGER THAN x  KB check box and then enter the maximum file size you can send

5.     Click APPLY

6.     Click OK

If it is your mailbox that is full, try deleting some emails that you no longer need (I suggest delete the mails in the SENT and DELETED ITEMS folder). Full mailbox may also block you from sending out an email.
