1) This game is delayed mainly for two reasons: it's overwhelming graphics & the reason for recent delay is to cope with the pre-orders.
 
2) The most developed gaming engine has made the 4K support possible in GTA 5.
 
3) I don't think so. Your configuration doesn't meet the minimum requirement for GTA 5, which is:
 
– Quad core processor 2.5GHz
– 4GB RAM
– NVIDIA 9800 GT 1GB or AMD HD 4870 1GB (DX 10, 10.1, 11)
