An office is running the pay roll database of employees. The users of 3 PCs daily entered data of pay roll and this data is stored in one PC (which is highly speed PC).

The office requires no user can delete, update the data of employees and it requires to restrict the privileges. What should be done.

No problem. All you need to do is to Provide Three Interfaces. One interface has to be supplied a password only with which it will open. If it opens then the system will provide edit and delete interface permissions. All the System of the other interfaces has that purpose of creating and selects statements. All I mean is that separate the Interfaces of Edit and delete user from the normal users. This is of course possible in any kind of Centra lized data system. The Interface may not be provided to the native users for the edit and delete schemes. Thanks.
