I am planning to develop a forum with phpBB3 style themed around counter strike with dark colors. I need suggestions on websites with forum free templates for publisher. I checked out a few websites with free templates, but the styles and layouts didn’t seem to be that impressive. Can anybody help me by recommending a good website?

They have dark themes that I’m sure you will be able to use in your forum design.
If you are looking for a more customized template.
Maybe try and hire a freelancer of one of many different freelance websites such as Upwork to design the template for you at really low cost.
