I think you are referring to “RPC” and not “RCP.” Anyway, RPC stands for “Remote Procedure Call.” It uses inter-processing communication technology for Windows processes within a network and works on the basis of a client-server communication model wherein the client and the server don’t have to be always a different machine. One cause for an RPC error is if the file and printer sharing is disabled.

This is the most common cause of the error. To make sure this service is enabled in the Windows Firewall, click “Start,” “Control Panel,” “Security Center,” and then “Windows Firewall.” Select “Exceptions” tab and then look for “File and Printer Sharing.” Make sure this item is checked then click “OK.” Another cause for RPC error is network connectivity.

If your computer is connected on a local area network, make sure other computers can see you and your machine can see other computers on the network. If you are using a third-party firewall, try disabling it first and then try it again.
